Since privatisation of British Rail in the 1990s, one of the strengths of the UK railway industry has been the active involvement of a wide range of private sector companies, bringing technologies and skills from other sectors as well as adding the commercial and competitive disciplines of the private sector, writes Jeremy Candfield – Director General of the Railway Industry Association (RIA). But the commercial and technical drivers alone cannot produce the improved efficiencies that must be found to deliver the railways of tomorrow. That requires a greater level of collaboration across the supply chain and considerable advances are being made in reaching this aim. The railway industry in Britain continues to be characterised by substantial growth in ridership and in major investment programmes. Infrastructure investment in the mainline railway is undertaken predominantly by two main parties working together: the infrastructure manager, Network Rail, as clients, and its extensive supply chain. More than 170 supply companies of all sizes and disciplines are members of the UK railway supply industry’s representative body, the Railway Industry Association (RIA). Increasingly over recent years, Network Rail (NR) and RIA have pursued an agenda of fostering collaboration between each other collectively and between NR and individual supply companies. This joint article summarises some of the key elements of what has been done at the collective level in GB and internationally.
Background to collaboration: One of the key strategic themes RIA has been pursuing for many years is the need to improve efficiency in the UK rail industry by moving away from the traditional adversarial supply-chain relationships to a much more collaborative and mutually beneficial approach. The 2011 McNulty Report, commissioned jointly by the British Government and the Office of Rail Regulation to look at potential efficiencies in the UK railway industry, identified more collaborative behaviour as a key ingredient in achieving these efficiencies. Those developments, along with the arrival of David Higgins at the head of NR, have helped provide the necessary impetus for the industry to work more collaboratively.

Governments, passengers and freight customers have rising expectations and aspirations for the rail system. There is a constant pressure to drive up availability and reliability, and to drive down costs, while assuring and improving safety. At the same time, users want improved service levels, with increasing demands for better information systems, travelling environments and on-board facilities as rail tries to strengthen its competitive position against other modes.
The Federation’s membership consists of national associations or, where they do not exist, national coordinators, representing the majority of specialist trackwork contractors in countries that are members of the European Union (EU) or the European Free Trade Area (EFTA). National federations and coordinators from other countries may be admitted as associate members. Today we have twelve Members: Belgium, Bulgaria, Estonia, France, Germany, Italy, Luxembourg, The Netherlands, Portugal, Spain, Switzerland and the United Kingdom. Between them they represent some 130 contractor companies. National associations of trackwork contractors exist in a number of other EU countries also, and we intend that the Federation should continue to grow accordingly.
