The railways as a strategic sector of market liberalization represent a key item of EU transport policy in promoting competitiveness, harmonization and interoperability.

Since developed countries have the biggest transport market share, which will continue to increase further through liberalization, it is extremely important for Croatian Railways to harmonize with the economically most developed EU countries, because it might otherwise be very difficult to compete with them in areas of business activity expansion and cost reduction.

Since 2003 Frank Jost has held the position of Policy officer at Directorate for Energy and Transport, restructured into Directorate General for Mobility and Transport in 2010, Unit for Rail Transport and Interoperability at the European Commission. Slovenian Railways is an important part of the Slovenian economy and an essential link in the transport chain at the junction of Europe’s fifth and tenth trans-continental transport corridors (Corridor V and X). The state of infrastructure has an effect on the quality of services rendered on the rail transport market, as well as an effect on competitiveness of operators. The process of providing services is predominantly based on the equipment and presupposes the necessity of modern and efficient infrastructure as an integral part of a comprehensive service. Such an infrastructure is the basis for adjustment of services to market demands, quality assurance and user satisfaction. The purpose of all of this is to make the operator competitive on the market.
